This paper outlines the status and function of water transport in the comprehensive transportation system of China, analyzes the development orientation of economy and industry and its main influences on water transport development in the period of the 12th Five-Year Plan on the background of the global financial crisis, probes into the current focus and difficult issues, and puts forward countermeasures and suggestions for promoting the development of water transport.
