In view of the current excessive construction of cruise ship terminals in China, this paper carries out an evaluation on port cities to be developed into cruise terminals using the DEA model. Based on the analysis of the factors and conditions of the construction of cruise ports, this paper builds the index system of the cruise terminals and carries out an analysis of the assessment results, to determine the functional orientation of cruise terminals, i.e. development preference of international cruise terminal or international cruise berthing port.
