To comprehensively and intuitively evaluate the development process of inland waterways in Jiangsu Province and provide support for formulating high-quality development strategies for modern waterways in Jiangsu Province during the 15th Five-Year Plan period,this paper conducts an in-depth interpretation of a series of policy documents on the high-quality development of inland waterway transportation recently issued by the Ministry of Transport and Jiangsu Province,taking “smoothness,efficiency,intelligence,greenness,and safety” as the connotative characteristics of the high-quality development of modern waterways.Based on the overall framework of target layer,criterion layer,and indicator layer,a high-quality development evaluation index system for modern waterways in Jiangsu Province is constructed with a structure of “5+9+20”.According to questionnaire survey results,the weights of indicators at all levels are comprehensively determined using the analytic hierarchy process (AHP),and the target values of the indicator layer are defined in combination with relevant plans and research findings.With the evaluation index system as the tool and based on the current development status of inland waterways in Jiangsu Province,the hierarchical comprehensive evaluation method is adopted to calculate the comprehensive score of the high-quality development of modern waterways in Jiangsu Province,which is 59 points.Accordingly,it is proposed that during the 15th Five-Year Plan period,Jiangsu Province should prioritize the development of efficient waterways,smart waterways,and green waterways.
